Mark I. Payne, A Lifetime of Service: July 9, 1956 - July 17, 2010
It is with great sadness that we announce our Division of Substance Abuse and Mental Health Director, Mark I. Payne, passed away on July 17, 2010. Mark was truly committed to bettering the lives of individuals struggling with mental health issues and regularly put his personal needs aside to tend to the needs of others. He was an incredible person - the true definition of a leader, many have and would follow him anywhere. His advocacy efforts and leadership skills have not and will not go unrecognized.

Human Services Employees Receive Governors Award
On May 3, 2010, Governor Gary R. Herbert presented Mark Payne, Director of Division of Substance Abuse and Mental Health, and Keith Davis, Director or Administrative Services, with Awards for Excellence. Mark received the Governor's Award for Excellence in Leadership and Keith received the Governor's Award for Excellence in Innovation and Efficiency. 2010 General Legislative Session
The 2010 Legislature has voted to reduce the Human Services budget for FY11 by $8.4 million, in addition to the reductions made earlier in the session of $6.4 million to the FY 10 budget for the current year. During the past three budget cycles the Department has been reduced by more than $40 million in state funding, with a much greater loss of federal matching funding.

The Department's strategy has been to protect critically needed services to clients. We appreciate that this year's Legislature did not make additional cuts to many programs, such as mental health and aging. There were, however, additional cuts to disabilities, youth and child support collection, as well as some deep cuts to administrative and program staff. One bright spot was the fact that the Legislature funded some building blocks for: 1) people with disabilities that are already in service and have additional needs, 2) adoption assistance, 3) children in care. The Legislature also backfilled the $8 million cut with $2.2 million in one-time funding.

Many legislators expressed to me their appreciation for the good work of Human Services' staff, especially the extra efforts made during these tough budget times. The Governor has been very supportive of our budget needs and advocated strongly on our behalf at every turn.

There are indications that the economic picture is brightening, and Human Services will continue to serve Utahns with top notch service.
